Majority of cities have libraries that have arcane tomes that you can memorize spells from. To cast spells you use command '']wizardgump''. To learn a spell you have to click an arcane tome, then click yourself. This will open your wizard gump and you select the slot that you want to memorize the spell into. For every 5 levels in wizard, you get 2 more spell slots to memorize spells into. Arcane tomes can also be found on some spellcasting creatures.
